200 Bogus Tickets Later The Police Insist There Is No Quota System

Clocked At 67mph/124kmI am sure you have heard the rumor that cops have to meet a quota for the number of tickets they give out every month.  This is adamantly denied by police officers. Maybe it isn’t true everywhere but this is the only explanation I can come up with for the following story from The Miami Herald.

A Florida Highway Patrol trooper based in South Florida has been arrested on charges of official misconduct, after authorities said he wrote hundreds of fake citations to drivers. Paul C. Lawrence was accused of trying to increase the number of citations he issued by writing bogus tickets. More than 200 traffic tickets he issued since November have been dismissed, and there may be more.

Authorities grew suspicious when the ticketed motorists began complaining they knew nothing about the citations. Prosecutors said Lawrence had used information from drivers he previously stopped to draft new tickets.

A spokesman for the FHP said they don’t operate on a quota system.

Lawrence could not be reached for comment.

Now why would a police officer make up false tickets if there wasn’t an incentive to do so?  I hear stories from people that have received tickets themselves or someone they know because the cop has been a cop for a long time and can guess how fast the person was driving.  The funny thing is that it holds up in court.   I am sure if the people had an attorney the ticket would have been dismissed.

Some areas rely on speeding ticket revenue to survive. There is an area near me and every year there is a big pageant that people attend from all over.  The local police department “rents” police from other departments to help give out tickets.  Everyone knows you don’t drive faster than the speed limit in that area or you will get a ticket.  If you go to court they will keep the ticket off your record as long as you pay the bribe fine.

I don’t have any personal experiences on the matter since I have never received a speeding ticket, but my sister did get a speeding ticket for going 5 over the speed limit.  Yes, she was going 70 in a 65 and she did get a speeding ticket.

Just the other day I was speaking with a former prosecutor and she said she had never seen a 5 over ticket stick.  I am not sure if my sister paid the fine or got it dismissed.
